The struggle to accomplished Indonesian Independence, not only needs people power, tactics, and strategies, but also needs a funds to finance during the War of Independence. Besides that, during the chaos of war, the basic needs of Indonesian citizenry still needs to get fulfilled. On the early Independence of Indonesian, the economic situation was really in problematic. The economic problems not only talked about the monetary state problem, but also about the country’s political and Indonesian society’s problem.

On the early Independence periode, the chaos of economic condition caused by the unrestrained circulation of Japanesse Currency in Indonesian society. This resulted in hyperinflation. The amount of circulated money in Indonesian Society back then was countless, coupled with new federal’s money for the occupied territories produced by NICA. The economic policies that taken by Indonesian Government on the early independence periode, was to stop the hyperinflation by did a sanering. Sanering is a Government’s measure to deaden the unhealthy economic condition, by reforming the valid currency or replacing with a new one. That was why the Indonesian Government produced Oeang Roepiah Indonesia (ORI).

The first measure of Indonesian Government was established the kinds of valid currencies, because Indonesian Government did not have its own currency yet. After that, Indonesian Government established an act about Pinjaman Nasional 1946, and Kewajiban Menyimpan Uang dalam Bank to collected the circulated currencies as preparation to  realeased the ORI.

After went through a long process, on October 30th, 1946, ORI was released. Legal basis for the released of ORI is Undang-Undang no. 17 th.1946 and Undang-Undang no.19 th.1946. Politically, the released of ORI have a deep means; as an Indonesian Independence symbol; and an instrument of Indonesian Revolution. Economically, the released of ORI was the initial step to support monetary state system, which show that Indonesian Government was capable to produced its own currency, and got the society’s trust. A symbol that confirms, that Indonesian Government was capable and have a full sovereign to the Independence of Indonesian Nation.

Students do not realize the importance of learning the local history to develop the character related to the environment. The history teacher has a special role to build students’ awareness of the history. The purpose of this study is to determine the focus of local history learning, manifestation of the role of the history teacher, constraints and efforts which history teachers made to develop students’ character.

This study employed a qualitative phenomenological research. The instruments used to collect the data were direct observation, interview with teachers and students of XI IPS and document research. Examination of the validity of the data used triangulation techniques with adequacy of resources and references, while the analysis of the data used an interactive model.

The results showed that (1) the focus of teaching local history of XI IPS was: the battle of Ambarawa and its relics, the relics of local history the Hindu-Buddha era, relics of Islam era, the insertion of the local tradition value as tuguran tradition and 10 November commemoration in local history learning. (2) The manifestation of the role of the history teacher was as a facilitator to facilitate student learning by providing, managing a classroom, giving examples, and evaluating of local history teaching to XI IPS, as a supervisor to assist, direct, motivate, be a counselor and liaison between generations in learning local history, as a creative stimulus to give variations in teaching and add a source of local history. (3) The constraints faced by teachers were the formed of students’ character which was different between in their house and in the school, difficulties in adjusting characters to be achieved with the given material, difficulties in understanding the psychological condition of each student, the lack of supervision of students and social influences on the environment. The efforts which teachers made by giving a good example, advising, guiding, motivating, doing personal approach and providing the students with the religion knowledge was very good to develop students’ character, especially in local history learning.

The suggestions offered by the researcher is the school library should complement the learning resources of local history. Students and teachers must creatively use technology for teaching history

IPS teachers’ efforts to raise student motivation through STAD method on the topic “of the influence of the location advantage to colonialism in Indonesia in smp country 12 magelang. Department of History, Faculty of Social Sciences, Semarang State University.Keywords: Master of Business, Motivation, Students, Study Method STAD. The study was conducted in class VIII SMP Negeri 12 Magelang with data collection using in-depth interviews, observation, and documentation. Validation data using triangulation techniques and triangulation of sources. Analysis of data using three models are interactive data reduction (data reduction), a data display (presentation of data), and verification (conclusion). The results showed that: (1) Preparation done by teachers in an effort to raise student motivation through STAD method is to prepare a learning device, to form cooperative groups and determine the initial score; (2) The constraints that arise in the effort of teachers raise students’ motivation through the learning method STAD on the topic “Effects of Advantages against West colonialism in Indonesia” in SMP Negeri 12 Magelang can be categorized into internal and external constraints. Internal constraints that arise in the form of their students who crowded when worksheets groups, educational background education teacher is not IPS, learning can not be resolved for 2 hours, and students who do not want a group with friends. External constraints that arise in learning is a form of infrastructure damaged LCD along with remotnya is slight; (3) The efforts of teachers in overcoming the obstacles encountered in an effort to raise student motivation through the learning method STAD on the topic “Effects of Advantages against Colonialism in Indonesia”, among others, reprimands and warnings are given to students, followed beragai training in order to improve the ability of teachers and attending various meetings MGMP, disciplining students in the group worksheets and presentations dipertemuan hereinafter, briefed the students that should not discriminate between friends in the group, and teachers swapped classrooms with other classes. Meanwhile, from the school will be budgeted funds from BOS (School Operational Assistance), and also will look for funds from alumni and also donations from parents.

This research focuses on effort to solve the problems of lack of innovation in history teaching material. It can be solvedby developing the varied and innovative teaching material, and accordance with the needs and character of the students. This research uses the R and D  method (Research and Development with uses experimental design which True Experimental Design with pretest-posttest control group design, and sampling technique is Probability Sampling type Simple Random Sampling. Before take sampling, the data population calculates normality and homogeneity. After the data is said to be normal and homogen, in order to get the control class (XI IPS 4) and the experimental class (XI IPS 2) which given a pretest-posttest to know before and after treatment.

The result shows that the average value pretest of control group is 58.2 and the average value pretest of experimental class is 60.6. it can be indicated that the results of pretest is not significantly different. While the average value posttest of control group is 85.6 and the average value posttest of experimental class is 90.6. Resultof pretest and posttest in normality test shows that significant value is 0.099> 0,05 so, Ho is accepted or distribution of data is normal. After that, the value of pretest or two groups which before treatment. It can be examinated homogeneity that the result shows that the significant value on Equal Variance Assumed (assumed if the variant is same) is 0,71> 0,05 so, Ho is accepted or data is homogen. Hypothesis testing which conducted by Independent Sample T-Test shows that the Sig value is 0,026 <0,05 so, Ho is rejected and Ha is accepted or there is differences in learning achievement, it can be indicated that treatment or learning of history war of Ambarawa material on the experimental class gives appreciable effect on the increase learning achievment.

The conclusions of this research are: (1) The condition of teaching material in State Senior High School 1 of is obliged to make the students feel tired, bored and confused when they have to read material so that need an innovative, interesting and practically learning material that will be developed as appropriate to their needs and their character, (2) The result of development of teaching material shaped leaflet based local history has been made and declared fit to use after the validation, (3) The result of development of teaching material shaped leaflet based local history on the war of Palagan Ambarawa is proved effective to be applied in learning history lesson, such as Indonesia history and to give effect to increase learning achievement.

Cooperative Learning is a lerning models that help the students to grouped their self into small gropups to help each other solving the problems in the learning process. Numbered Heads Together is one of the implementation of this learning model. The achievment of history subject in class XI social science is poor and it showed by the low average of history mark of this class. It is caused by : (1) convensional learning model, talkative. (2) the uncomfortable leraning condition, (3) the low students participasion in learning process, and (4) teachercentrism concept. To improve the history learning achievment in XI social science 2 it is need variative learning models. One of them is cooperative learning with numbered heads together. The main purpose of this research is to know is there any improvement of history subject achievement by the using numbered heads together ?

This research is a class act (class action research) that consisting of two cyclus that have passed precyclus phase. Each cyclus consisting of four stpes, that are planning, acting, observing and reflecting. The data that acquired in this resarch consisting of learning result that taken at the end of each cyclus by examination, teacher’s work in the learning process and students’s activities. This research can be said succes if the result of class average in history learning achievemnet reachs ≥ 75 with the passing level approximatelly ≥ 75%. The sample in this research is the students of XI social science 2 Slawi Senior High School 2 at academic year 2015/2016.

The result of this reserach shows that the using of cooperatif learning model type NHT in the history learning process can improve the studying achievement. It is showed by the increasing of class achievement average and classical passing level. The result of precyclus shows that class average is 67,9 and passing level is 57,1%. Cyclus I shows that class average is 72,1 and passing level is 65,7%. Cyclus II reachs 80,8 in the class averages and the passing level ≥ 75%  that is 82,8%.

The conclusion of this research is the using of of cooperatif learning type NHT can improve the studying achievement in history subject. As advice for the teacher is variative lerning methode must be aplicated to solve the bore situasion in the learning process and improve the studying achievement. And for the students must have the good self believness in the learning process for history subject also for other subjects.
